Q: Car not turning over

I stick key in ign and all lights come on. When i turn key all lights go out except headlights. Service engine light comes on. Any ideas?? I checked the ground. Did the 10 min rule 3 times, Tried to start in netural and also with steering column down. Just dont click or turn over. Could it be the IGNI relay. Not sure.
