The power steering system is low on fluid causing the noisy power steering pump. The low fluid level is due to a leak in the system and may be the rack and pinion leaking. I recommend you have the system checked to locate the leak and repair as needed. The power steering pump running low on fluid may ruin the pump and it may need to be replaced after the leak is fixed if it is still noisy.
