Q: Car ignition switch only recieving less then a volt from battery wire. Fuse, ground, battery are good. Manual Car 97 civic.

I tested with multimeter the ignition wires with the car in neautral the power supply wire from the battery at the ignition switch is only recieving 1 volt and with the car in start position only receiving 1 volt from wire going to the starter from the ignition switch. I tested the battery and battery cells, the ground, fuse. What do you think I should check now? Thank you any info is much appreciated!
