Q: Can a thermostat cause elictric fans not working?

I have 2 electric cooling fans that wont turn on. I replaced fans, fan control module, relays, fuses, and checked coolant. It will overheat if sitting in idle too long and ac going. What am i missing?

My car has 135000 miles.
