Q: Can a faulty brake master cylinder make my brakes sticky, like when driving feel the brakes stuck

When driving feel like the brakes are stuck, need to put more gas to move car, another mechanic mention that it could be the Master cylinder since the brake fluid was black but did not perform many test on the car just want to make sure if this is possible
