Q: Can a car put on the park transmission, without pulling the hand break, roll down on a hill after being left for sometime?

Can a car put on the park transmission, without pulling the hand break, roll down on a hill after being left for sometime? The car was parked for only an hour not for too long and all of a sudden ran down the hill crashing the fence, could it be a certain problem with the transmission ?
