Q: Both of my turn signal lights are flashing and making a buzzing sound even when my car is turned off

my motor went out in the passenger window while the window was down and it rained now when I turn my car on , both turn signal lights flash and make a buzzing sound when the car is on and when I turn it off
My car has an automatic transmission.
