Q: Body shop replaced the radiator hose but not the clearly bent clamps. Is this standard or subpar?

Body shop did many repairs. Did over $20k on a minor accident. They replaced the radiator hose but not the clearly bent clamps. They say they are not negligent in doing so. Car ended up overheating and breaking down. Is not replacing clearly bent clamps as you are replacing a radiator hose normal?

My car has 3500 miles.
