Q: Intermittent starting problem

I have a 2010 Ford Crown Victoria PI, there's been an ongoing issue with the car starting and not starting. It left me stranded twice now. When it doesn't start, you just crank it and nothing happens, it makes an "eeeee" noise but doesn't do anything. The battery is fine, the fuses and relays are fine (you can hear the relay click). The car does eventually start after leaving it alone for 30-45mins and will run fine as there's no issue. Could it be something as simple as replacing the starter? Or is it a loose wire or electrical connection somewhere?
