Q: 1997 chevrolet lumina that has a p0401 code that is persistant

I have a 1997 chevrolet lumina that has a p0401 code that i just cant seem to get rid of. Bought all new O2 sensors, EGR valve, and TPS. Even ran fuel treatments. Im running out of options, any ideas?

My car has 181000 miles.
My car has an automatic transmission.
