Q: 1989 buick reatta. Windshield washer pump not working. Is it the switch or the pump?

Washer fluid was empty. Filled it. Used button to try to use and no noise from pump, therefore no fluid. Wondering if the pump is bad or the switch.

My car has 154000 miles.
